The pressure from rising costs is real. REC is dedicated to powering value by protecting affordability.
Many members are feeling the squeeze from higher prices, and electric bills are no exception. The biggest drivers of the rising cost of electricity are the cost of wholesale electricity which is subject to market swings, and the cost of the materials needed to distribute the electricity to member homes and businesses.
You're a member of the second-ranked co-op in the nation for miles of line and the twelfth in number of members served. Operational discipline is the most effective tool REC uses to protect affordability for members.
That shows up in the rigor we apply to day-to-day operations, how we prioritize projects and the way we diligently manage our system. It also means actively pursuing funding partnerships and new revenue that help offset cost pressure instead of passing more of it through to members.
In 2025, these efforts delivered measurable results of more than $200,000 in grant reimbursement from the U.S. Dept. of Energy's Grid Resilience and Innovation Partnerships (GRIP) program. REC also earned significant leasure revenue from fiber and joint-use agreements with partners like Verizon and internet service providers. And REC continues to grow the value of its affiliate businesses: BrilliT, a wholly-owned subsidiary focused on analytics, IT services and cybersecurity, helped REC reduce costs for these critical services and generated a net profit of approximately $164,000 by serving other cooperatives and utilities in 13 states.
REC remains focused on practical programs that help members manage bills and reduce system costs. Programs like the Summer Savings Plan helped reduce peak demand and avoid costly wholesale power purchases. In 2025, participating members collectively earned $33,540 in bill credits.
These efforts help offset rising costs and reduce the financial impact on members.
REC is taking a clear approach to protect members from cost shifting. Large energy users — like data centers — require significant infrastructure and energy supply. REC ensures those costs are paid by the members creating them, not sared across the broader membership.
To support this approach, REC created Hyperscale Energy Services (HES). Through HES, large-load members have separate wholesale power supply arrangements than the rest of REC's members and they provide collateral that secures their ability to pay for their projected energy use. These measures ensure costs and risks associated with service to this type of member are paid for by them alone.
Along with internal discipline, REC speaks up on issues that matter to those we serve as Cooperative leaders interact with elected officials and policymakers. Meeting Virginia's growth requires new generation and policy solutions, and REC is a vocal advocate for members at the state and local level.

REC is committed to managing costs, securing new sources of non-member generated revenue, and ensuring that growth and system investments do not place unnecessary cost burden on members.
